Republican senators have merged their fight against Obamacare into their plans for a tax reform bill. Republicans and the Trump administration want to chalk up a major legislative victory, and along with tax cuts, repealing the Affordable Care Act has been a cherished goal. But combining the issues could spark opposition that makes it more difficult for Republicans to win votes in the Senate.
